A TURKISH Cypriot barrister has claimed that the Cyprus issue is “sorted if not solved.”
Speaking at a conference on European Law and Turkish Cypriots at LSE on Friday Alper Riza QC said Turkish Cypriots living in North Cyprus are in a position to benefit from EU law, despite being left out of the country’s thorny accession process.
In a talk organised by the Association for Cypriot, Greek and Turkish affairs, Mr Riza claimed that all Turkish Cypriots, whether they accept it or not, are Europeans in the eyes of EU law. He said that even though European Law is suspended in north Cyprus, as citizens of Europe Turkish Cypriots have access to the benefits that affords.
He also claimed the European Union recognise that there was a “democratic deficit” between the North and South during the accession process, which has proved detrimental to the Turkish Cypriots.
It was this awareness that prompted the introduction of regulation 389, which outlines provisions to support economic development in the North, he claims.
Mr Riza said the regulation is showing that EU law is working and “creating realities” on the ground, in spite of its suspension in North Cyprus.
BUILDING BLOCKS
These realities, he says, are the building blocks of what will be a future solution. The 259m Euros allocated to the Turkish Cypriot community are also indicative of the EU’s promise of economic support with a view to a permanent Cyprus solution, he claimed.
Mr Riza said: “Before a solution and in the meanwhile, things are going to take place in North Cyprus vis-à-vis the European Union - it’s not going to stay the way it is now.”
He added: “I think in the end it will not be this generation of politicians that will bring a solution about but the Cypriots themselves in their relationships with one and other; because of these laws that are coming out of the European Union.”
DIRECT CASH
According to Mr Riza the funds to north Cyprus can be made directly and without the consent of the Cypriot Republic. He noted that although the funds can go towards infrastructure development as controlled by the TRNC, this does not amount to recognition.
Mr Riza said the citizenship rights afforded to Turkish Cypriots by regulation 389 mean they do have individual, community and economic rights in place despite not being represented collectively in the EU.
CLAIM YOUR DUE
The barrister urged Turkish Cypriots to make the most of the rights secured for them by EU law, including rights to freedom of movement within the EU, consulate help, spouse rights and the right to petition at the European Parliament.

Doesn't matter about what the Turkish Cypriots are legally entitled to by the EU. As long as the Greek Cypriot government is in a position to control the 'floodgates', they will not allow any of the aid or EU priviliges to pass through - legally or not.

Sorry, who is this authority you so proudly quote? The German Chancellor? The Prime minister of Greece? Maybe its the King of Denmark?
