Similar provisions like those of Annan plan for quarantined majority. So you agree with a senate composed as follows:

Senators of GCCS: 24 GCs (It might be 23 GCs + 1 TCs - Depends upon the number of internal TC citizens of GCCS)

Senators of TCCS: 16 TCs + 8 GCs


Half of the Senate including at least 9+ TC senators is required to pass or reject a bill.

With a 25% TCCS territory and 20%-25% of GC voting power within TCCS, clearly what you tried to imply above as a possible composition of a senate, cannot be the case.

The worst case senario for a TC perspective (i.e. if all GCs unite under one umbrella in the ellections,) will be 18 TCs and 6 GCs and to pass a bill it will require at least 13 Senators from each CS.

Where did you see the TC minority?? Explain???
In order to pass an unfavourable bill for TCs, the 6 GCs will need at least another 7 TCs to make up the 13 needed. If the bill is indeed going to be unfavourable for TCs, do you thing that anyone; set aside 7 TC senators will join forces with the GCs?

In your worst case scenario, vote of 7 TC senators are required to pass a bill; even if the rest of the TC senators(11) vote against the bill. So what kind of political equality of two communities is this? This is political equality of two constituent states. We are talking about political equality of two communities.
