Partition or RoC? Final solution in 5 years max.

How can we solve it? (keep it civilized)

%18 of occupied land can only be returned gradually.

Ok. When the land is returned, then the 5 years count down will start. This means if you can return it in 2 years, you can have the choice to get an independent state in 7 years etc.

Let's say an agreement signed between GCs and TCs for partition and gradually giving %18 of the land back to GC administration. Turkish side first offered to give Famagusta back to GC administration in 5 years time. A referanda was held in Famagusta in order to determine the number of TCs who wish relocation. %90 of TCs chose to relocation and the rest chose to stay in Famagusta under GC administration. The TC investment that was made in last 30 years calculated by TC and GC authorities.

Assuming the total investment made by TCs(including the properties and lands which belonged to TCs pre-74) who chose relocation to Northern %18 land; amounted 3 billion US$. In what time period GC administration can pay 3 Billion US$ cash to TC administration?

Morover from the first day the partiton agreement signed, economic sanctions being imposed upon TC community should be lifted.

Piratis
The TCs that want can try to live in RoC (with their rights, land etc), and RoC will be again a bicommunal

Im trying to understand where you are going with this point, dont TCs already have the option to reside in the RoC, it was expected prior to April 2003 that thousands of TCs would prefer the richer south, this didnt happen so what makes you think it will happen now.

Relocation is not easy for either community, moving south then deciding that GC administration is not all it is cracked up to be and having to move back to the TRNC, aside from a being a very trumatic experience is costly and not desirable, we have put down deep roots and are reluctant to make a change to an area where we do not trust the administration or feel threatened by the attitudes of certain GCs or even dont understand the language, these elements will basically deter TCs from coming south.

2) If we do it next month, then immediately after the referenda TCs will get their state, but GCs will not get their land. Who knows how many years, if ever, Turkey will return that land

I can understand your concern here but if the result was to divide then RoC should be given international Guarantees that agreed return of land would be returned within an agreed time frame, plus to elivate GCs the recognition issue could coincide with the return of the last piece of land. I dont think this will take 20 years with the correct funding my guess would be the majority of land could be handed back within a 5-8 year period as you mention this would encourage TCs to hand over land as soon as possible to gain recognition, but other isolation issues should be removed immediately.

So there are really no obsticles to holding a referendum on division or RoC, the result of which would finally determine the solution and bring to end all negative attitude from both communities allowing us to live side by side as good neighbours.

Viewpoint, we are talking about building two towns(with all of its enviroment; universities, hospitals, villas, apartments, shops, government buildings etc) and 30-40 villages in Northern part of Island which falls %18 belongs to TCs. Moreover you have to rehabilitate all relocated TCs. You need a miracle to achieve these in 5-8 years. If you find an expert about these issues ask him to tell you how long estimately would it take to achieve this hard task.

I'm ready to leave the past behind if the new united Cyprus is built on a bi-communal, bi-zonal federation based upon "political equality" of two communities.

Ok Insan its not going to be easy and it may take a bit longer, but the fact that rebuilding can be completed in stages with rehousing taking priority moving individuals north first thus enabling the return of land to GCs. The work force would have to be reinforced and international contractors for each area could be brought in so that building would be going on simultaneously all over the north. I still feel that with hard work, determination and funding we would make it work.

Insan,

from what I see you support partition, just like Viewpoint?

What I propose is simple: We give a risk free chance to unification, and if things do not work out then we get partition officially and by the law.

It seems to me you don't want to pay a cent for a solution. You got used with plans like Annan, that the idiot GCs were supposed to take the whole weight of implementing what was agreed.

If what you end up choosing is partition, then you will have to pay for your choice. You can't have everything for yourself.

The same way we received no compensation for the 30 years of occupation, and the same way we will not receive compensation from you to build another Kerinia etc, you can't ask for compensation from us. If we choose partition, we get it split 18%-82%, and from then on we take our ways separately.

We too haven't recieved any compensation for 30 even for some TCs 40 years of occupation of RoC government by GC leadership and the unfair, inhumane embargos imposed upon TC community in 1963-67 and 1974-2005.

Compensation of investment that has been made by TCs on GC properties and lands is completely a different category of issue. Don't confuse them. You can't take any properties or lands back from us before you pay the compensation of the investment made by TCs. Forget it. Even as I said; from the first day the Partition Agreement is signed, economic sanctions being imposed upon TC community; should be lifted.
