The ratioanality is simple. If we are claiming that we are a state with rule of law, the we should treat everybody equally. GCs should not be any different for us than a Brit, or a Turkish (from any foreigner).
Ok. But I don't think any GC refugee would come and buy his/her own land. I don't think any non-Refugee GC come and buy the land belongs to a GC refugee. what about if all ex-Kyrenians and all other ex GC inhabitants of North demand all of their properties and lands given back to them and reject exchange?
3) Set up an special property court, and ask EU, USA or some other third party to appoint foreign judges for it so that each GC claim for land can be evaluated. (This is assuming the part (2) is rejected by RoC). Those GC that apply to this court shall be compensated with proper amount or given as muc as his/her land back as possible. If GCs decide to move to TRNC give them immediate citizenship, with full rights.
You'll ask EU which "RoC" is a member of and you'll ask US which Greece is a member of to force GC administration to accept everything turkish side offered? Unilaterally and gradually giving up to %18 of land back to GC administration is ok but no one still can force GC refugees to accept what is offered to them.

Returning %18 of land will take at least 20 years because TC living and earning on those lands should have been rehabilitated.
