Gas fired central heating is the preferred method now as the older oil fired systems are to costly to run with the ever rising fuel prices ~~ gas is much much cheaper ~ and cleaner.
The biggest problem in Cyprus is the way the houses are constructed ~ there is only one layer of bricks and a concrete frame structure ~ concrete absorbs heat which makes the houses hot in summer and in winter you have to heat up the concrete / brick through your heating system before you feel any benefit in the house ~ this is in contrast to the two layers of bricks used in the UK with an air gap in between which gives a degree of insulation ~ plus fibre insulation in the roof section which stops the heat disappearing from there.
I'm really surprised that you still need to put your toilet tissue in a bin at the side of the toilet ~~ I haven't had to do this for just over 10 years now as we are connected to the main sewerage system.
Obviously the 21st century ( and for that matter the 20th century ) hasn't quite got to your area of Nicosia yet and you are still on the cesspit tank system ~~ as it seems many houses are .

The building system you are talking about is called SIPS ~ structural insulated panel system ~ made by sandwiching foam between two layers of wood fibre ~ it's very strong ~ not as strong as concrete BUT it will flex during an earth quake making it better able to cope.
It's a great idea and construction is fast as it comes in pre manufactured panels that slot together ~ the homes are wonderfully cool in summer and warm in winter with the minimum of heating required ~ there are also very few damp problems which is something that some traditionally built houses suffer from ~ it certainly costs less to heat and cool a wooden house.
This method of construction is not popular with a lot of Cypriots who still prefer the concrete frame method ~~ I personally think it's the way to go and would like a wooden SIPS constructed house instead of the traditional method of concrete and brick .
This method of construction has been used for years in Austalia / America and of course the UK and is a well proven building system
