Does anyone know if this is a genuine report? I certainly can't find any reference to it in the Bureau of Intelligence and Research website (or anywhere outside of Greek websites). I'd be interested to know if anyone else has come across this before.

This report is very old and is probably hidden in State Department archives.

True, but the fact that it's available online, and quoted by numerous Greek websites (often quoted due to its references to the unworkability of the 1960 constitution), does make me a little suspicious of its origins. If it is indeed true, I'd like to cite it in some work I'm doing, so I need to check this... highly unlikely I'll get any comment from the State Department, so I thought I'd try the expertise here first.

The various instruments break considerable new ground in constitution making and international relations and the effectiveness of many of the solutions found can only be evaluated on the basis of the practical tests which are still to come.


That says it all to me. The policy of imposing a constitutional model which untested, with key components which are not based on legal principles and even in breach of fundamental human rights, is a planned recipe for disaster.

Quoting from the document is all well and good AA, but I need to know if it's real, not what it says. If it is real then it's a pretty damning indictment of the 1960 constitution. If it's not, I can't cite it.

a system of balance between two mutually suspicious groups of the population of a small country can survive severe strains, but only at the cost of increased bitterness and a progressive weakening of the basis of cooperation


The above statement is obviously applicable to the half baked solutions being offered to us more recently. They are designed to be unworkable.

It also endeavors to codify in detail the position and rights of the two communities instead of relying on constitutional custom as other countries have done in similar situations. There are dangers inherent not only in the comparative rigidity of the structure of the new state but also in the detailed codification of community rights which will tend to perpetuate rather than eliminate the communal cleavages.

In the last analysis the success or failure of the Cypriot experiment will depend not only on the ability of the two communities in the island to cooperate, but even more so upon continued collaboration of Greece and Turkey. This collaboration may well become the crucial factor in the future of Cyprus.


Majority of two communities were able to cooperate and overcome all the difficulties peacefuly but Grivas and his crew destroyed the circumstances of peaceful cooperation. The most destructive factor of Turco-Greco/TC-GC relations is Grivas and his crew.
