I regret to inform you that your developer is speaking through an oriface normally reserved for another purpose. There are many property developers in Cyprus who are very well practised at this art!
Your developer needs a Planning AND Building permits before he can legally start construction work.
Planning
Planning seeks to guide the way the country develops. This includes the use of land & buildings, the appearance of buildings, landscaping considerations, access and the impact that the development will have on the general environment.
Building Regulations
The Building Regulations apply to building work and set standards for the design and construction of buildings to ensure the safety and health for people in or about those buildings.
The thing your developer is talking about is a 'Certificate of Final Approval'. This is an independent check by the authorities that the building has been constructed in accordance with the permits issued for its construction and that it meets various health & safety standards.
AND according to Article 10 of the Streets and Buildings Regulations Law, Cap. 96,
"no person shall occupy, use or permit any other person to occupy or use any building, unless and until a certificate of final approval has been issued in respect thereof by the appropriate authority."
I suggest you find a developer who knows what the hell he's doing!
