You see, peoples property and land does not move, but the dividing line can move. All those who wish to reside in the RoC, GC's and TC's will determine where the dividing line will be and not the other way around. So, if 90% Cypriots wants to live in the RoC, then they will get the 90% of the land, and the other 10% will go to the Partitionist. Settlers are not counted in this configuration by the way, but you can have as many as you want in your 10%.
