I am still waiting from either you or halil to tell me:

a)if that application form contained the legal status under which YODAK operates
b)In case they left that part blank whether they will ever reply within the 2 years that their candidacy will be examined.
c)If they expect to ever become full members or whether their fate will be similar to NOKUT

Do you have an agency for BMW? Yes you have
Do you have an agency for Mercedes? Yes you have

Now you have an agency for the quality of Colleges.
So whatever you think "it started" is nothing more than a commercial deal.

As per Austrian Agency:

“Education is becoming an internationally traded commodity to be purchased by a consumer in
order to build a ‘skill set’ to be used in the marketplace or a product to be bought and sold by
multinational corporations, academic institutions that have transmogrified themselves into
businesses, and other providers.” (Philip Altbach, “Farewell to the Common Good,” International
Educator¸11 (4), 2002

In other words your AGENCY will pay just to get the authorisation, and is expected to CHARGE the various colleges for it's services.

YODAK was an associate as from June 2007.
Look here carefully and give me their address EXACTLY AS WRITTEN
