He contributed to the accident by being there, didn't he? If he had left his car in the garage and used the MRT (which is a showcase of public transport, by the way), the accident would not have happened. Under the S'pore traffic code, an accident between two vehicles can happen only if both vehicles are on the public road. Of course, insurance companies may think otherwise, but that's another story. If there is a minor accident, I can assure you that parties exchange details in ultra-rapid time, in the hopes that they can both drive away before a cop sees them!
Remember that American hooligan who sprayed a graffito on a car there? He got 50 strokes of the rattan cane for his pains. I bet he never repeated that crime! And you get your neck stretched there for >1 g of hard drug or 10 g cannabis, with no appeal.
