Theoretically it should have come into effect on 1.7.08.

How it will be applied is still anyones guess as it hasn't really been published how it will work.

They are talking oikopeda (build plots) not just any land sales.

My prediction will be that any land that was subivided into build plots after 1.7.08 will attract VAT, but thats just my guess. I could easily be wrong, but going by past passing of laws/rules it is always applied to matters after the date of introduction.

Thats all i'm afraid.
