Cyprus, by definition, cannot be classed as a third world country.
A third world country is one in which the wealth difference between the very few rich, and the more numerous masses of deprived people, is vast. Such lack of distribution of wealth is not seen in Cyprus where the majority own their own homes/land (which are amongst the most expensive in Europe).
Perhaps what you felt was a sense of backwardness usually associated with hot climates, and a relaxed way of life.
But, in Cyprus, a highly developed culture and maniana are not mutually exclusive.
The ONLY way in which Cyprus could be associated with being third world, is by the fact that it has been invaded by a hungry neighbour.
