I give Paphos 5 years

before it is finished as a resort, the greed and downright thievery of the bars and restaurants is causing the decline in tourism, imo, I have just returned home after spending the last 3 weeks in Paphos and I was short changed of a tenner once, had items added to my bill on several occassions, given the wrong(higher bill) once and charged for complimentary drinks once and those are only the times that I noticed.I would suggest that anyone going there on holiday should take a look at their bills before paying and check their change before leaving, if possible pay at the bar so there can be no doubt what change you are given and don't feel obliged to tip the thieving bastards.I asked for a pint of draught Magners cider priced at £2.50 and was given a small bottle for the same price because the draught was off  I bought a large bottle elsewhere and was charged £3.80  I know there is a large markup on imported drink but give me a break  I could go on, and I probably will if pressed.

THe fate of all tourist resorts seems to go through the loop: good, better, worse, going to seed, reborn, Paphos seems to be going through the seedy phase now according to your post. Tourism seems not to be the best foundation for an economy.

It is my favourite place to visit and I hope to retire there but I am saddened by what I saw this time around, I hope they can sort it out or I will be forced to look elsewhere.

I suggest people that have any problems with restaurants, bars and hotels anywhere in Cyprus, relating to poor service, overhanging, or any other problem whatsoever, to report them immediately to the Cyprus Tourism Organization at 2269 1100 (preferably while they are still in Cyprus;) and the perpetrators of any such sort of unscrupulous practices will be fined and even taken to court to be closed down!

Kifeas, don't be such a spoilsport, I like the topless barmaids 'Overhanging', it's the only reason I go in to the bars that provide the service.
