It does not make sense that this was an idle threat made to promote a yes vote from GC because this EU policy was set 2 days AFTER the Annan Plan vote.

Ending the isolation of the TC community post annan plan is the stated policy of the UN and the AGREED policy of the EU and the reason is to make future reunification easier.

Surely you are not saying, that the above policy was created 2 Days after the failed AP Referendum on April 24th, 2004, are you.??. It may have been released to the General Public on the 26th April after the meeting, but all the inside players knew about it's content, including the GC and TC representatives.

I find it a little odd, that the UN and the EU would write such policy, knowing full well that it would not be implemented once Cyprus joined the EU Club. This is the reason I tend to think, it was an "idle treat" to get the YES vote from the GC's on the AP, because the insiders knew the content so that it can be passed on to the leaders of both the communities.

Because isolation and embargoes would be automatically lifted once peace is found, then why not to find peace first by the EU, UN, rather than trying to find peace through economic development of the TC's first, which tends to creates the suspicion for the RoC, that once economic isolation is removed for the TC's, there won't be any reason for the TC's in wanting peace, but rather push for "Official Partition" instead. How can any reasonable thinking person think otherwise, may also be the reason as to why the above policy has not been put into use. If it had any chance in producing lasting peace, I would very much welcome it, but the last 3 years of NO action must tell you something, regardless what the RoC has done, by blocking it at every turn, and perhaps it is because the EU, UN are trying to put the "Cart before the Horse" and not the other way around.
