Your question is relative because it doesn’t specify which kind of safety you’re looking for. ie: Safety from war?, Safety from environmental problems?, Financial safety?, Sexual safety? I doubt there’s a single place on earth that satisfies them all.

You could go to Pitcairn Island as an example where you’ll probably find relative safety from war and environmental problems but your financial and sexual safety is not guaranteed there!

On Pitcairn they mostly use the barter system so two million won't be very handy.

back to the queestion at hand, i would go to ketchikan, alaska. the weather has a nice cool temperature, but not too cold, and it is on the boarder of canada. no one bothers canadians, and i would still have all the benefits of being in america.
