I think the general terms are directed at some of the 'dear little things' traipsing around the bars of the island, they seem to have abandoned their modesty, adopting the language of the gutter and behaving accordingly, perhaps they feel a sense of release from the rigours of home life,their actions have earned them their title. (in my opinion).
