as short as it can be:
a long disastrous war with iran in the 80s
a defeat in quweit
long lasting embargoes by the international community, which aimed at saddam but only made the life of the people worse and worse. in this time, unmployment rose, women lost rights in comparison to the 70s and 80s, and huge parts of the population was dependent on humanitarian help.
and on top of that you had a dictator called saddam
and all these, assuming you were not a kurd....

but at least then one could at least LIVE.
unemployment is worse, women lost all rights they had, and nobody really knows when the next bomb will explode, when the next american bomb will fall etc.... before at least one knew where the danger came from - the dictators security forces.... now, everyone is a possible danger - americans, security forces, "other" religious groups , "other" tribes .
all these assuming you are not a kurd....unless kirkuk explodes in the end of the year as well
