What does it matter who gave the go ahead. The treaty allowed for Turkey to intervene and she did. The talks went on to re-establish the government and the constitution but it took years and just as Makarios and Denktas were about to sign an agreement Makarios died of a so called heart attack. The following leader should have honoured that agreement and signed it but they did not ...why. Does that not ring alarm bells in your head and tell you why Turkey is still there.

Turkey has been charged with handing back to the government of Cyprus as a whole. That condition does not exist. Simple as that.
