it probably makes it easier to implement if there will be a majority to turkish speaking cypriots in the north. however with the right of return you may see that people will move.

i don't think it is up to you to shoot the plan down anyway or make assumptions that greek speaking cyriots will not move to the north.

the only reason it will not work is that turkish speaking cypriots in majority and reality want partition so a fair plan like this will have the same result as the AP except from the turkish speaking community and that is fine too. hopefully by a third plan comes along people maight actually agree.
