It is also practised more widely when people are going on or have returned from a travel. I personally would greet fellow men in this way after not seeing them for a long while or welcoming home some relative from abroad (and vice versa). It is a symbolic gesture of good will and wishes, hence I see it as a part and parcel of the warm blooded Mediterranean culture.
BTW, most people do not actually kiss, but kiss the void while shaking hands and holding cheeks close to one another's.
BigOz, we kiss not only close friends but generally our friends, family members etc. But I am not going to kiss my boss in the morning or someone that i have just met...i will shake hands...when someone is leaving or just came back is normal to kiss...but here I am talking about every day...every time you meet someone and when you will leave as well. When I will go to my neighbour for coffee i will kiss for hello and I will kiss them again for good bye.
As for the light form of the kiss you are right...when is like a hello or goodbye...is more like cheek to cheek kiss, but when somebody come from a trip or go is more like lips to cheek or lips to lips
