95 Detriments of Saying ”Yes” to the Annan Plan

The Plan prepared by the United Nations Secretary General Kofi Annan with the aim of providing a comprehensive solution for the Cyprus Problem deviates from the previous solution actions as per considering the changes to occur at the political and economical structure not just in terms of the two uniting states but also in terms of membership to the European Union (EU).
The debates regarding the Plan are especially put on the agenda in terms of the arrangements at the political field. In this respect, the drawbacks regarding double-sidedness, political equality, land ratio, ownership and migration issues come upfront with respect to the protection provisions (derogations) foreseen for the favor of Turkish Republic of Northern Cyprus (TRNC).
However, when it is considered that the derogations foreseen for TRNC are not granted with a security as a primary source of the EU legislation and will be of a temporary character, it will not be possible for the mentioned provisions to cover any binding feature. In fact, any EU citizen will be able to render these arrangements invalid in the scope of equality principle just by applying to the Justice Council of State of the European Union (JCSEU).
On the other hand, if the Plan is put to force, it will be a big responsibility for the decision-givers to prevent the chaos environment to be faced by the society of the Cyprus Turks. Since it certainly is not an acceptable condition for both the European Human Rights Court (EHRC) and the JCSEU for the people to be left in a difficult condition without meeting their most humane needs (settlement, accommodation, make a living) and it is evident that this condition bears a more significance than protecting the uniformity of the EU Legislation.
Moreover, the Plan, which seems to bring about a comprehensive solution in political terms, does not seem to be well prepared regarding the economical aspects. This is because the Plan does not encompass concrete solutions in terms of the economy of the Island for to elevate the Turkish Constitutor State to a level where it can initially compete with the Greek Constitutor State and then with the EU economy.
When considered that the Annan Plan approaches to the solution with an EU membership perspective and that the Copenhagen Criteria being the prerequisite of EU membership does anticipate very wide-scoped conditions both in political and economical terms; the Plan needs to arrange both areas with the uppermost care and should not leave space for any deficiency. However, the proposed text is far away from bearing such features.
Consequently, it has been left to the President Mr. Rauf Denktaþ and his team for to being over the proposals aimed at removing the political and economical deficiencies to the debating table. Unfortunately, instead of being appreciated with his efforts in this respect, the President has always been presented to the media as “the man opposing the Annan Plan” during solution process. The duty of giving support has been left to the apolitical occupational organizations, non-governmental organizations and to the universities and alas, the struggle could not be sufficiently explained to the society.
The thing to be done in the reached stage is, until the date of April 24, 2004 when the referendum to be realized concurrently at the Island is to be performed, to explain to the people what the Annan Plan will take away from the Cyprus Turk society. It should be kept in mind that, it will not be easy to re-gain what is lost at the international arena, and final regret does not count.
95 DETRIMENTS OF SAYING “YES” TO THE ANNAN PLAN
It is observed that the rights and authorities granted to the parties with the Plan, are not protected with the law provisions taking place as annexed to the continuance of the Plan.
THE 18 % LIMITATION SET FOR THE SETTLEMENT
1. The Annan Plan sets out that the Greeks to migrate to the Turkish section cannot exceed 18 % of the Turkish population. However, it is evident that this is a misleading arrangement:
2. The two exceptions set forth for this limitation are very interesting and dreading:
· The former Greek residents shall be able to return back to the Dip Karpaz, Yeni Erenköy, Sipahi and Adaçay villages at the Karpaz Region without any limitation or restriction.
· The Greeks that have migrated after 1974 and who are over the age of 65 as of today, shall be able to go back to their former lands in the northern section without being bound with the 5-year limitation. In this way, the persons over 65 and the family members to accompany them shall be able to settle among the Turks.
3. Despite the request of the Turkish management as otherwise, the returns of the people over 65 and the ones who were previously living at the Karpaz villages have not been subject to the 18 % restriction, provided that they abide by the 6-years settlement limitation.
4. Set aside the returns held exclusive of the 18 % limitation above, since this 18 % ratio is not protected against the AB laws, this limitation can easily be voided via the lawsuits to be held at the Justice Council of State of the European Union just after the access to the European Union and the Greeks subject to the 18 % limitation shall also be able to settle easily at the Turkish section.
5. In addition, even if lawsuits are not opened, 28% of the population will be Greek at the end of 19 years and this population will have the right of election and being elected.
6. Currently 58.000 Cyprus Turks are living at the villages decided to be evacuated with the Annan Plan and 48.900 of the Island Turks will have to establish a new life for themselves.
OWNERSHIP
7. According to the Annan Plan, the Greeks will be able to take back at most one-third of their possessions they have left back in 1974. The ownership disagreement of the remaining two-thirds is to be settled with barter or indemnification means. It is stated that the barter and indemnification will require a budget of 10 billion dollars. According to the Plan, this cost is to be borne by USA, EU and the international finance organizations. In other words, there is no created fund, there is only mention of potential “financers”.
8. It is unknown to us against what will these financers are to provide the 10 billion dollars budget. It is not known whether this is an issue of founding bases at Cyprus or the long-term debiting of the Island community.
9. It is not possible to expect from EU, who has not even given the necessary financial support to the 10 new member states and thereby realizing its financial liabilities, to be sincere and unfeigned regarding taking over the cost of uniting Cyprus.
10. The Greeks to accept bono in return for the two-third of their possessions are granted the right to purchase land from any place within TRNC. Thus, the ones stating that the Plan has set out for the Greeks to take back only one-third of their possessions are either making a big mistake or are in a conscious deviousness.
11. It is not clear as to what will happen to the ones evacuating their homes, where they were living for a long time, when the Greeks come. According to the Plan, accommodation will be allocated until August 2004 for the Turks forced to relocate. It is not clear as to who, where, how and with which money these residences are to be constructed for the 48.900 Turks forced to be relocated within a period of 3-4 months. It does not seem possible within such a short time to obtain the budget, establish the project, plan the residences and establish them!
12. There is mention about 50, 75 and 100 m2 houses at the Plan. Is it the prefabricate houses that is contemplated for the Turks? Is it possible to actually construct real houses within such a short time?
13. Even it is assumed that the ones dealing with agriculture, growing citrus fruits, in other words living on farming in the present situation do pass to the residences allocated for them instead of the homes they will have to abandon, it is not arranged in the Plan regarding how these people will make a living.
14. The Annan Plan giving the gardens, fields and lands of the Turks on which they had worked on for years to the hands of the Greeks, is not arranging what the equivalent of this granting will be and is not allocating a new source of living for these people.
15. How will the Greeks benefit from the possessions that they have taken back and are going to rent to the Turks? If the Greeks rent the houses to the Turks that are currently living at those houses, it seems like that no problem will be left for the ones living inside those houses. However, when the prosperity level difference is taken into account, what if the demanded rent level is much above the income level of the residents? On the other hand, what if the Greeks would like to rent their houses to other without paying regard whether they are Turks or foreigners? Unfortunately issues like where will the Turks that are living inside those houses and seeing themselves as the owner of the houses for 30 years go, when will they have to evacuate their houses and how will the chaos to emerge at that time is to be solved, in other words, the most humane subjects, have been left as a mystery at the Plan.
16. In terms of possession, the Plan is based on purchasing the currently settled possession, according to the rule of calculating the values of the possessions; however valuable the properties they abandon in the south are, it will not be possible for the Turks to purchase the properties they have acquired in the north. Furthermore, the ones that do not possess a house having an equivalent in the south will be left empty-handed since they do not have any other choice than purchasing the home they are now living in.
17. Each Greek and EU citizen will be able to start purchasing houses from the north starting from 2019 at the latest, except for the possessions that will have to be abandoned, or even earlier since the exception provisions have not been secured.
THE LAND LEFT FOR TURKS
The land left to the Turks comprise only of 6,5 % of the Island.
18. According to the Annan Plan, our lands will fall from 3.241.68 km2 to 2.559.12 km2.
19. According to the Annan Plan, 682.56 km2 of our land will be surrendered to the Greeks.
20. In case the 4th and 5th Annan Plan is adopted, 1050 km2 land will pass to the Greeks, there will be a 815 km2 decrease at the Cyrus Turk constitutor state, the remaining area will be green line.
21. Can there be a state and homeland without land? According to the Plan, the land ratio to be left at the Turks is foreseen as 28.6 % of the total area of the Island. However, this does not reflect the actual situation.

In this case, the land left to the Turks is only 1556.74 km2 and half of this amount is already deeded possession.
23. In the Island, 330 thousand 200 hectares land belong to the Greeks, 101 thousand 500 hectares land belong to the Turks: of the land of the Turks, 60 thousand hectares is in the south and 40 thousand hectares is in the north. With this Plan, the Turks lose 6.5 % of their lands. The Turks are left obliged to be tenants on the properties of the Greeks.
ECONOMICAL STRUCTURE
24. There is a watery land of 40 thousand hectares in the south and 7 thousand hectares in the north. Of the 7 thousand hectares watery land in the territory of the Cyprus Turks, 5.5 thousand hectares is in Güzelyurt; with the giving away of GÜZELYURT, the Turks will lose 67.5 % section of their agriculture.
25. It is demanded from the Cyprus Turks to abandon 75.6 % of their water resources.
26. Kofi Annan has given permission to the Turks to collect the ripe citrus fruits in their gardens before leaving their houses.
27. By accepting the Plan, the Turks will lose 70 % of their Grain production
50 % of their vegetable production
67 % of their citrus fruit production, and
75 % of their potato production.
28. The total loss at the agricultural sector will be around 127 million dollars.
29. 55 % of the exportation of TRNC comprise of the agricultural products. 90 % of this amount corresponds to citrus fruits. Citrus fruit and potato cultivation amounts to a ratio of 25 % within the exportation share, and this adds up to approximately 12 million dollars.
30. With the implementation of the Plan, 1350 workplaces will be closed.
31. 15 % of the working population will be left unemployed.
32. 553 workplaces operating in the financial sector, construction, health, education, transportation sectors and the other sectors will be left to the Greeks. The Turkish section will experience a national income loss of 18.3 million dollars.
33. With the implementation of the Plan, 442 trading establishment, 188 hotels and restaurants will be left to the Greeks. 43 million dollars of national income loss will result from this.
34. 160 workplaces will be left to the Greeks in the manufacture sector. The Turkish section will experience a national income loss of 12 million dollars.
35. If all the demanded land is given, TRNC will lose 22 %, corresponding to 200.3 million dollars, of its gross national product (GNP). Moreover, a budgetary income loss of about 40 million dollars will also be experienced.
36. TRNC will have to give up the 8 thousand dollars income per student provided by approximately 25 thousand Turkish students studying at the 6 universities within its territories. In case the Plan is accepted, the entrance of the Turkish students to Cyprus will be subject to the Schengen visa. This in turn, means an annual loss of 200 million dollars in the country’s economy.
37. The total national income loss will be around 450 million dollars; and this means a loss of approximately 60 percent at the GNP of TRNC being currently in the level of 752 million dollars.
38. MARAÞ, being the most magnificent tourism city of the Mediterranean is left under the Greek authority.
39. The Plan anticipates that all the foreign loans taken by the Greek Management of the Southern Cyprus (GMSC) to be paid by the “Common State”. The international financial foundations from which GMSC has taken credit from, do not accept otherwise. Consequently, when the population ratios are taken into account, of the debts of GSMC being currently around 12 billion dollars, about 3 billion dollars is going to be paid with the taxes collected from the Cyprus Turks who are economically in a more disadvantaged state.
40. Since the 250 million dollars support transferred to TRNC from Turkey is going to be cut, this shortfall needs to be met by the ones forcing TRNC to settle. The 50-60 million Euro (about 60-70 million dollars) support promised by EU for the Northern Cyprus after the solution is attained, will not solve the economical problems to arise due to the implementation of the Plan. The burden to be caused in the economy of TRNC will not be able to be removed.
41. EU has renounced from its claim to provide a separate contribution to the Turkish side who will be needing much more support in economical terms provided that a probable agreement is reached. It has decided to accept Cyprus as a single territory. This means that a direct support will not be given to the northern administration for to improve its economy. The support is to be provided to the governmental administrative center and with majority vote, the center will start to toy with the Turkish section and detain them. This approach of EU is at the same time, is a political success gained for the Greeks displaying the tendency to consider a country, dependant upon two separate communities, two different economies and a double-sided partnership, as a single country.
DEROGATIONS
42. The provisions to the benefit of the Turks, shall be able to be eliminated with the lawsuits to be filed by the Greeks at the Justice Council of State of the European. They legally do have these rights, in the same manner; the court has the authority, even the duty, to omit these exception provisions. Since these provisions protecting the rights of the Turks are arrangements contrary to the basic rules of the EU. There is no sense in voting for the articles that will not be valid in the near future.
43. Annan has given the summary for the Plan in his letter dated March, 31 2004. In the 4th page of the letter, the promise given by Verheugen to him regarding the derogations is stated: “The Commission commits to ensure legal explicitness and security in the framework of the EU jurisprudence system and establish the final solution as to enable for the accord of the primary jurisprudence to put forth its outcome.”
This statement does not seem to mean anything, since it is not clearly stated as to what for explicitness and security is to be ensured. This sentence does not include anything regarding the exceptions to be covered under primary jurisprudence of EU or that they will be protected, even for a temporary period of time. However, the sincerity of the intentions of the ones proposing and supporting the Plan, necessitates that the “protective exceptions” to be transformed into EU primary jurisprudence and to be made permanent.
44. When Günter Verheugen, the Member of the EU Commission Responsible from Expansion, was explaining his opinions at the European Parliament regarding the final state of the Cyprus negotiations; he has evaluated the temporary status of the exceptions (derogations) anticipated at the final plan of UN as a success of the EU Commission.
45. Consequently, the Cyprus and Switzerland visits of Verheugen during the negotiation process have also gained a meaning. It has been evident that the aim is, not to provide the necessary technical support for to solve the Cyprus Problem and to ensure the prosperity of the Cyprus community; but to prevent the deterioration of the uniformity of the EU Legislation. In this way, the standpoint of EU towards the Cyprus Problem has again become evident. It should always be kept in mind that the countries have interests, not friends.
46. According the Plan, the Turkish side will be able to prevent property purchasing for a period not exceeding 15 years until its gross national product reaches 85 percent of the Greek side. Whereas the Commission will be able to request for the partial or complete removal of these limitations with the reports it is to prepare every five years. To believe that EU will protect these protection provisions, it to reflect a very naïve approach. Furthermore it will be probably that EU Commission will take action to invalidate these limitations without waiting for five years to pass.
THE STATE OF THE TURKISH SOLDIERS
47. The Turkish soldiers in the Island will be decreased in steps. Moreover, a meeting will be gathered each three years and a decision will be taken regarding whether there is a need for the existence of the Turkish soldiers in the Island. It is clearly evident that the Greeks, who are constantly repeating that the Turkish soldiers, the guarantorship of Turkey is preventing the transformation of the Island to a Greek Territory and the realization of the “ENOSIS”, will be in the struggle to reach the decision of “There is no need for the existence of the Turkish soldiers” in the shortest time possible.
48. Consequently, the Guarantoship right and authority which has been granted to Turkey with the Zurich Treaty is being tried to be taken away.
49. According to the new plan, the south of the Lefkoþe-Gazimagosa main road will be left to the control of UN and Turkish soldiers will not be able to surpass this region. The Turkish soldiers present at the regions to be transferred to the UN Peacekeeping Force soldiers, will retreat back at least 1000 meters together with their weapons, before they completely abandon the Island.
50. The soldiers that are permitted to stay, will not be able to get out of their barracks without taking permission three days before from the foreigner commanders.
51. The Turkish soldiers will be subjected to inspection by foreign soldiers and will be obliged to take action according to the orders of foreign commanders.
52. In the regions to enter under the supervision of the UN Peacekeeping Force, UN officials shall possess the authority to give orders to the local administrations and the police, besides the authority to prohibit the Cyprus Turks to enter these regions.
53. Foreign soldiers will have the authority to arrest any Turkish person they want at any time.
54. It is planned that the expenses of the UN Peacekeeping Force to be commissioned at the Island is to be covered by the Common State. Thus, while the base for settling of the UN Peacekeeping Force soldiers at TRNC territories is being strengthened, the expenses of this occupation are placed on the shoulders of the Cyprus Turks.
55. UN, expelling the Turkish soldiers from the Island, is making preparations to double the number of UN “Peacekeeping Force” soldiers present at the Island.
56. UN Peacekeeping Force soldiers could not prevent the Orthodox Serbs to attack the Muslim Albanians and Bosnians for years in Bosnian Herzegovina and at Kosovo just a few times ago.
57. When the past bitter experiences are considered, it does not seem like a rational solution to entrust the lives, properties, honor and security of the Island Turks to the UN Peacekeeping Forces.
WHAT THE FUTURE IS TO BRING
58. Within a structure where there is big differences in terms of income and population, the demographical, social and political structure of Cyprus in intermediate and long term will deteriorate against the Turks and in the end, an assimilated Turkish community will be put under the control of the Cyprus Greeks and UN in the upcoming years.
59. What is being experienced in Iraq and Cyprus is the starting point of the scenario and plans prepared by the Western States for Iraq and Cyprus. At the present time, the citizens living together in Iraq are divided into three in ethnical terms. While Iraq is being divided into three, the Turkmen population is left within the Kurdish region and it is strived that Turkmen to be dissolved in the Kurdish identity. What is planned for Cyprus is the dissolution of Turks within the Greek identity.
60. The words of the Westerns, which are doing nothing to hold out a helping hand to the millions of suffering people in Afghanistan, Palestine, Bosnia and Iraq, by saying “We will support them” for to support Cyprus and to meet the needs of the people who will be expelled from their own homes in Cyprus is certainly not realistic.
61. United Kingdom is leaving half of its land to the Islanders in the framework of a entirety territory arrangement. 90 % of the returned land is given to GMSC and 10 % is given to the TRNC. If UK, supporting the Annan Plan, is really valuing the comfort, prosperity and happiness of both of the communities in the Island, they why is it not renouncing all of its land where its bases are located to the Common State?
THE STATUS OF THE BOUNDARIES IN THE DOUBLE-SIDEDNESS
62. The Cyprus Turks have requested for the smoothening of the boundaries, otherwise, they emphasized that their life safeties would be put into danger. In this Plan, the Cyprus Turks are stuffed into small pockets. Such that, a cry for “HELP” raising from a Cyprus Turk village will not be able to be heard from the most nearby Turkish village. Since, Greeks will be settled in between the Turkish villages and residential areas.
63. It is clearly understood that there is a conscious adjustment at the boundaries of TRNC. The Turks are being tried to be thrown out of the Island, either dead or alive.
EXPERIENCE GAINED FROM HISTORY
64. At Crete, which was a Turkish Island in a nearby past, referendum decision had been taken at the agreements signed and Crete had been transformed into a Greek Island. Now, there are no Turks at the Island. Crete has been cleared from Turkish people. Cyprus is also being tried to be dragged to the same destiny as Crete.
65. Aegean Sea, which was a Turkish sea in the 1700s, has today been transformed into a Greek sea. In the start of the 1800s, the Turkish population in Bulgaria was higher than the Bulgarian population, whereas today, the Turks have been assimilated and their population ratio has receded back to around 15-20 %.
66. The Plan, where an environment is being created to make believe that reconciliation has been reached on it, has been prepared by considering neither the demands of the Greek side, not the Turkish side. Articles, on which it has not been accepted even to debate on, is being shown as solved with the forced mediation of Annan. There is no other example of such a coercion and international pressure at the diplomacy history.
67. At the Plan, only 45.000 Turkey origin Turks were given permission to stay at the Island. This, just like England expelling out eight thousand persons from the Island after the Lausanne Agreement, means that half of the Turkish people currently settling at Cyprus are to be thrown out from the Island.
68.A financial support is anticipated for the Turkish citizens who have gone to the Island from Turkey and settled there in time after the 1974 Peace Operation, to return back to Turkey. It is said that a monetary support of around 10 thousand Euros is to be granted for a 4-people family. In this way, it is aimed for to tempt returns back to Turkey and thereby diminishing the number of Turks in the Island.
69. It is not clear as to why at the Plan, which is said to accept double-sidedness and support the Turks, an image is created such that the Turks are causing discomfort and why they are tried to be thrown out of the Island.
70. Although an accord is not reached at the Annan Plan, the Greeks, knowing that the rights granted to the Cyprus Turks can be rendered invalid as time goes by; are trying to display an image as to they have not attained what they were seeking for. In fact, they are very content with their acquired rights and they know that, as a result of these developments, the Turkish sovereignty at the Island will come to an end! ...
SOVEREIGNTY
71. It is clearly known what the Annan Plan states regarding the various treaties signed by the Greek section with several countries in time, what it encompasses regarding the Cyprus continental shelf and aerial shelf.
72. The Greeks, who are trying to impose administration by majority instead of two partners, are denying the treaties signed by TRNC with Turkey and want to transfer shores, airports and similar topics to the common state.
73. Should the Annan Plan be accepted, the “The Turks Have Practiced Genocide Against the Greeks” law adopted by the Parliament of the Greek Section of the Southern Cyprus will also be accepted. In this case, either we will just watch the celebrations of the Greeks of the day of expelling of the occupant Greek forces out of Anatolia as the “genocide day” or this special day of theirs being indicative of Turkish hostility will be commemorated together with them. Won’t our martyrs turn in their graves on the September 14th of each year?
POLITICAL EQUALITY
74. It is not possible to say that the Annan Plan is better than the 1960 Constitution. When the law articles located at the Plan are examined, it is understood that the management of the Common State will belong to the Greeks. It is consciously not being mentioned at the Plan about the “vetoing authority” located in the 1960 Constitution. The execution of the vetoing authority can only be possible with the ever-harmonious action of the Turkish members at the Senate and the Presidency Council. The deterioration of the harmony will cause the political equality to deviate to the benefit of the Greeks! If there is a disintegration of the “yes” voters and “no” voters in a vital matter today, the harmony of the Turkish members will surely be deteriorated tomorrow. And this is what is exactly aimed with the Plan.
75. Although it is foreseen at the Plan that the Senate is structured as 24-24 based on Turk and Greek equality, there is also a fact hidden from the public regarding the imbalance at the Assembly of Representatives where 36 Greeks and 12 Turks are given place. The imbalances left in the background illustrate that the so-called political equality has been impaired to the benefit of the Greeks.
76. While it is displayed as a great success that the ministries of foreign affairs and defense, commerce and economy, transportation and telecommunication are left to the Turkish party, it is not spoken out loud that the ministries of internal affairs and justice are granted to the Greeks. The fact that the most important two ministries in the interior operation of the government, being the ministry of internal affairs and ministry of justice, are given to the Greeks clearly show that the real administrator of the country will be the Greeks.
THE POSITION OF THE UNITED NATIONS
77. The Greeks who could not accept the 1960 Constitution in the past, had wanted to alter 13 articles of the Constitution that obstruct their desire of being the only essential component of the Island. When their demands were not met since these demands were removing the Turkish existence, the Greeks started to assassinate the Turks. The work left unfinished by the Greeks, will be completed with this Annan Plan. Does the UN Secretary General, who needs to be unbiased as by taking over the mediator responsibility, serve to the target of transformation of the Island to a Greek one?
78. The 13 articles of the 1960 Constitution, a legal text that has been adopted as a result of several international negotiations, which were desired to be changed are arranged in a way that most suits the desire of the Greeks from the 60s. The Annan version of the articles that most bother the Greeks are as follows:
· The veto right of the President and his Deputy should be removed.
(The aim is not to prevent the resolutions and laws issued in conformity with the demands of the Greek majority at the Council of Representatives.)

· Let the justice mechanism be united under a single authority.

79. Has this Plan really been written by the UN Secretary General; or does the statement of “All the federal laws have been prepared by the Cyprus Greeks.” said by UK, Greece and Cyprus Greeks have a reality base?
WHERE IS EU LOCATED WITHIN THE SOLUTION?
80. The acceptance of the Greek Management of the Southern Cyprus as a member of the Union on behalf of the “Republic of Cyprus”, without reaching an agreement with the Turkish Republic of Northern Cyprus, clearly shows that EU, who demands that the countries should solve the boundary disagreements before full membership, is contradicting with its own self.
81. The boundary disagreements actively and legally continuing for a period of forty years at the Island is being neglected by EU contrary to its own rules. It is not clear as to why the mentioned boundary disagreements are not seen as an obstruction at the full membership, especially for the whole Island is considered, and this is certainly an unacceptable situation.
82. EU also acknowledges that that there is no legitimacy basis for the full membership of GRSC. For to be able to remove this legitimacy problem, intense efforts are made to attain a solution at the Island before the date of May 1, 2004.
83. They are trying to legalize the application of the Greek section accepted by the EU in opposition to the currently enforced international agreements, by making use of the Turks. The acceptance of the Greeks to the EU as unilateral means an indirect “Enosis”. Should we be an instrument in this game of EU and Greece?
84. When it is glanced at the dates of the Annan Plan presented to the parties, it can be seen that it is closely related with the EU calendar. Is it really possible to name these as mere coincidences?

85. The EU authorities state that the derogations do not need to be permanent since the temporary exceptions were only foreseen by taking Turkey into account. If these exceptions were really defined by considering the EU membership of Turkey, wouldn’t it be necessary to restrict the validity of the exceptions up to the EU membership of Turkey instead of this 15 years limit? In this manner, EU would have given a real goodwill message to Turkey.
CAN IT BE EXPECTED FROM THE AGREEMENT TO BRING ABOUT A SOLUTION?
86. It is evident in this Plan that the demands of the Turkish party have not been met. Economical security, political equality and double-sidedness could not be achieved. Most important of all, the life safety of the Cyprus Turks could not be ensured.
87. This Plan also covers unacceptable provisions for the Greek party. The parties were again forced for agreement via international constraint in the 1960 period, and the treaties were especially forcedly made undersigned to the Greek side.
88. Today, the Greek management has again been placed under the coercion by the EU, USA and the externally oriented UN and Greece to take the Annan Plan to referendum. The Greeks seeking for to completely possess the Island, have not been completely satisfied despite all their acquisitions. If history is cyclic, it will not be a prophecy to state that the mass murders will start all over again 3 years later.
· But this time, will Turkey again be able to organize a Peace Operation? Unfortunately no, the world conjuncture will not permit this time.
· UN who has now settled at the Island will call for the help of NATO just as happened at all the other examples. The TRNC territories will be occupied with the mediation of NATO.
· A modern massacre, like the ones in Bosnian Herzegovina, Kosovo, Iraq and Afghanistan, will be experienced this time in TRNC.
THE MEANING OF SAYING “NO” TO THE REFERENDUM
89. When Annan constituted his first plan in 1999, there were people that said that the plan should be accepted. There were even people to say that this was the last chance for savior. When the fifth version of the Plan was examined, it is seen that this version makes more sense than its initial version. If the plan was adopted in those days, some corrections could not have been done today. If the plan is not accepted today, it will be a good foresight to say that a better plan will be issued tomorrow.
90. It was said as “last chance” for several times before for certain dates in the past. As can be understood, neither this process, nor the last chances will not come to an end.
91. If “yes” comes out from neither of the parties on April 24th, it said already being mentioned that a new referendum will be made after six months. Thus, “no” will mean “a new referendum”.
92. It will not be over with the referendum to be performed six months later. If again “no” comes out, the international and supra-national organizations will continue to arrange referendum as long as this method can be practiced. After some time, they will prepare a new plan and ask for approval of the parties.
93. When the Annan Plans are examined, it is seen that each one is more acceptable for the Turkish section than the previous one. In this respect, it is possible to say that a new plan to be prepared will be better off that the current plan
94. Annan, has given up to define the Turks as minority in the 5th version of his plan and Turks have been accepted as one of the two communities coexisting in the Island. Annan is representing UN, and UN, in turn is representing a majority of the world states. Today, the world has accepted the indispensable existence of the Turks in the Island, tomorrow it will be possible for the recognition of their independence as a separate state.
95. When looked at history, it will be seen that Greece has not gained land with wars, instead they always have possessed territories via agreements while being protected by bigger states. Greece is now trying to achieve with the assistance of big states what it could not with massacres. Whereas in history, the Turks have lost the rights they have acquired by battles at the diplomatic games at the table. The land, which they protect with their own flesh and blood, has been taken away from their hands with sly games. We should not permit this game to be on again in Cyprus, we should not stay as spectators at the trampling over the honor of humanity.
