The domain names can have any country's initials at the end of a URL, irrespective of where the site is hosted. They are totally irrelevant as far as private use or email addressing is concerned.
There is however a commercial purpose to using domain names ending with a specific country initials. It concerns the Search Engines that spider the directories and sites, in order to present a list of sites for an enquiry.
If you are in living in UK and search for a keyword / phrase "ladies underwear suppliers in UK", the search engine will give preference to all those site URLs ending with the .uk. Of course the listing depend on million other things, but the domain name can greatly contribute in many circumstances.
URL with the country's initials at the end, can suggest the country of residence for individuals or the trade area they are covering. Many international sites prefer .org to any specific country inits. I personally see no point in living in UK, and having a blog with a URL ending in Bangladesh inits!
