OIC interest on Northern Cyprus continues
On 23rd March 2007, Northern Cyprus welcomed a group of representatives from the OIC, a team of 15 representatives consisting of the Organisation of the Islam Conference Secretaries and members of 12 countries (of the OIC) who had arrived in Northern Cyprus on Wednesday with the single aim of conducting comprehensive technical studies upon the invitation by the Minister of Foreign Affairs, Dr. Turgay Avci. The high-status group of officials from the OIC had visited Northern Cyprus under the leadership of Ambassador Mehdi Fethallah of the OIC Secretariat and General Manager of Political Affairs, also accompanied by Kemal Momani, Manager in charge of Cyprus Affairs. The group had completed their visit on Sunday, March 25. As part of this visit, the OIC group held meetings with the commerce officers and local Universities of the Turkish Cypriot State of northern Cyprus. Ambassador Fathallah stated that the organization had decided to work in cooperation with the Turkish Cypriot side during his meeting with Avci and said, “We are here to execute the decision of the OIC with the unanimous votes of all the 57 countries”. Currently, Northern Cyprus is officially recognised as the Turkish Cypriot State, a constituent state of the Republic of Cyprus only, by the OIC. Conversely, due to the failure of the international community in removing the isolation measures promised prior to the Annan Plan referendum in 2004, the OIC feels duty-bound to lead the way in taking the first steps needed to reward the Turkish Cypriot people for their highly regarded “yes” vote.
According to sources from the OIC committee delegation from their recent visit to northern Cyprus, the pledge from the OIC will be in the form of either complete recognition as the TRNC (Turkish Republic of Northern Cyprus), a bombshell move that may seriously upset western governments, or, the complete unconditional removal of all restrictions on the Turkish Cypriot State of northern Cyprus and an upgrade of its representation. The legal aspects of this move, expected to be announced in the near future, is being assessed by all 57 nations of the organisation. Commenting on the oil exploration right off of the south and north eastern areas of the island, Minister of Foreign Affairs - Dr. Turgay Avci said, “The answer to that is fairly obvious as there is a clear divide between both the south and north eastern waters of Cyprus, where this reflects the reality of the rights to that venture for both the Turkish and Greek Cypriots and not just the Greek south”. Fathallah referred to the recent visit of OIC Secretary General Prof. Dr. Ekmeleddin Ihsanoglu and said, “Following the February visit of Ihsanoglu, the reason for him to
send a group consisting of agency and organisation representatives to Northern Cyprus is to investigate the steps needed to be taken for cooperation on a state level.”
Asked about what a possible European Union reaction to an OIC decision on northern Cyprus, Dr. Ekmeleddin Ihsanoglu said, “The OIC does not work in line with other organisations and their commitments, as neither do they. We have our own non-interfering agenda. Our efforts are only directed at rewarding Northern Cyprus with what has been recommended by the United Nations General Secretary and even the EU themselves. Any possible recognition of a northern Turkish State of Cyprus will be made considering the realities on what has been achieved within this context. The Turkish Cypriot people have been isolated for many years on the merits of a possible solution backed only by the United Nations, which unfortunately failed due to the Greek Cypriot “No” vote only. Basing our decision on the realities of those grounds, the removal of the isolation of Northern Cyprus is long overdue”.
Avci pointed out the importance of cooperation with the OIC and mentioned that the meetings were conducted in order to talk about technical and political issues and not whether the measures to remove the isolation are possible or not. In this context the OIC is reportedly preparing a financial package consisting of 19 projects from the Islamic Development Bank and the Islam Solidarity Fund (two sub-corporations of the OIC) to Northern Cyprus. Fathallah underlined the fact that the OIC Secretariat General was in a very dynamic process adding that the Secretary General in Jeddah was handling the problems and worries of many member countries. Fathallah stated that as per the OIC Secretariat General’s vision, the countries that have been visited to become more active and practical with health issues were The Palestine Territories, Iraq and Somalia.
