I think you will find the arrangement of "community equality" caused the problem in Cyprus from the beginning. There are two many "fixed ratios" in the constitution for which community gets and where they get it.
Until one-man, one vote is implemented all the way through, and both communities support it, then people will feel put out because it is not fair on the "numeric majority" to give a the numeric minority "extra points" to make the voices of equal volume.
