i think yes, and i think no.
if you look at this forum, i would say, for the most part, yes. even when there are a few grammatical errors, i would assume everyone on this forum is fluent in at least two lanquages. that is pretty impressive. i speak english as my native language, and enough german and spanish to get around, however they get mixed up un my head, and my foreign language skills are a mix of german and spanish. (Gernish? Spanman?)
but then you look at how the pets are treated, and i have to wonder, HOW EDUCATED ARE THESES PEOPLE?
