Over the last few months I've been through the massive hassle of bringing a vehicle into northern Cyprus. So here's what applies in the north :
A UK registered vehicle can be brought in to northern Cyprus for tourist purposes for no more than three months. Local insurance cover must be paid for at port of entry and departure ticket for car must be shown also at entry.
If you intend to keep your vehicle on the north of the island for longer than three months (I did for reasons of work), then it must not only be registered it MUST be imported. However you can only import a vehicle - I should say car, because I understand that the rules are different for PSVs, trucks and HGVs - if :
(a) it is less than three years old, OR;
(b) more than 25 years old
In either case Customs require proof of how much you paid for the car (!) even if you bought it over twenty-five year ago ! Depending on the value of the car an import tax is charged. Of course local insurance, local 'MOT' - seems to consist of kicking each tyre - and local driving licence need eventually to be acquired.
We came in on the Tasucu-Kyrenia ferry crossing (sheer hell) and customs were extremely difficult. They didn't believe that the standard UK Vehicle Ownership Certificate, with my name on it, was a real ownership document.
Our vehicle was between 3 and 25 years so we had real difficulty but fortunately my terms of employment has a special waiver, and so finally we got the car registered and it doesn't need to be imported. (As far as I am aware this waiver is unique to my employer). Since getting through the port of entry I've spent the best part of five full working days, going from pillar to post, office to office, getting this stamp and that stamp. Most officials I've dealt with have been very helpful and decent but most did not seem to know what the rules were, whether there were any rules, or if the rules had changed.
The long and the short of it is - from my experience - if your vehicle is older than three years since first registration in the UK don't bother trying to bring in to north Cyprus. Even if you do manage to get it through the port you'll have to pay a hefty tax. If you have a car younger than three years old and you are likely to stay in Cyprus for any length of time, I would just try to buy new/second hand here.
